4- Participation and qualification criteria:
The information and documents that must be submitted by the bidders within the scope of e-bid regarding participation and qualification criteria, as well as the information and documents regarding non-price factors, are given below:
4.1.1.Offer letter.

4.1.2.1.In legal entities; Information and documents regarding the officials in charge of the applicants, as well as the partners and their partnership ratios (excluding publicly offered shares)/members/founders, depending on their relationship.

4.2. Information and documents regarding economic and financial adequacy and the criteria they must meet:

4.3. Information and documents regarding professional and technical competence and the criteria they must meet:
4.3.1.Documents showing work experience related to the subject of the tender or similar works, completed within the last five years under a contract with a monetary value, and not less than 25% of the offered price, or a technological product experience certificate. 4.3.1.1.If the document used by a legal entity to demonstrate work experience belongs to a partner who owns more than half of the shares of the legal entity and is authorized to represent and manage the execution of contracts related to tenders to be made according to Law No. 4734, it is mandatory to use an e-form document issued after the first announcement date by the trade registry directorates within the chambers of commerce and industry/chambers of commerce or by a certified public accountant or independent accountant, and showing that these conditions have been maintained continuously for the last year prior to the date of issuance. 4.3.1.2.Work experience obtained from works carried out abroad, other than those undertaken for administrations within the scope of Law No. 4734, is subject to Article 195 of the Turkish Commercial Code No. 6102 dated 13/1/2011. In accordance with the second paragraph of the first article, if used within the context of a group of companies established based on a majority of shares, it is mandatory to submit documents verifying this legal relationship and its duration.

4.4. The following works will be considered similar works in this tender:
4.4.1.
ALL TYPES OF ASPHALT BITUMEN TRANSPORTATION WORKS WILL BE ACCEPTED AS SIMILAR WORKS.

5-The most economically advantageous offer will be determined based on price only.

6-Only local bidders will be able to participate in the tender.

8-Offers will be prepared using the offer letter, tender participation certificate and other attachments via EKAP and will be sent via EKAP by signing with an e-signature until the tender date and time.
