4- Participation and qualification criteria:
4.1.1. Offer letter.
4.1.2. Information and documents showing that you are authorized to bid:
4.1.2.1. In legal entities; Information and documents regarding the officials in charge of the applicants, as well as the partners and their ownership percentages (excluding publicly offered shares)/members/founders.
4.1.2.2. Information and documents regarding the proxy in case of participating in the tender by proxy.
4.1.3. Temporary guarantee.

4.2. Information and documents regarding economic and financial adequacy and the criteria they must meet:

4.3. Information and documents regarding professional and technical competence and the criteria they must meet:
4.3.1. Documents showing work experience in the subject of the tender or similar works, undertaken within the last fifteen years under a contract with a monetary value, and not less than 80% of the offered price.

4.3.1.1. If the document used by a legal entity to show work experience belongs to a partner who owns more than half of the shares of the legal entity and is authorized to represent and manage the execution of contracts related to tenders to be conducted according to Law No. 4734, the use of an e-form document issued after the first announcement date by the trade registry directorates within the chambers of commerce and industry/chambers of commerce or by a certified public accountant or independent accountant, showing that these conditions have been maintained continuously for the last year prior to the date of issuance. It is mandatory.
4.3.1.2. If the work experience obtained from projects carried out abroad, other than those undertaken for administrations within the scope of Law No. 4734, is used within a group of companies established based on majority shareholding pursuant to the second paragraph of Article 195 of the Turkish Commercial Code No. 6102 dated 13/1/2011, it is mandatory to submit documents verifying this legal relationship and its duration.

4.4. The works that will be accepted as similar works in this tender and the engineering and architecture departments that will be considered equivalent to similar works:
4.4.1. The following works will be considered similar works in this tender:
THE WORKS IN GROUP B III OF THE CONSTRUCTION WORKS SIMILAR WORK GROUPS CIRCULAR WILL BE ACCEPTED AS SIMILAR WORKS.
4.4.2. The engineering and architecture departments that will be considered equivalent to similar work in this tender are:

5- The most economically advantageous offer will be determined solely on the basis of price.

6- Only local bidders can participate in the tender.

8-Bids can be submitted via EKAP with an offer letter and a certificate of participation in the tender. and will be prepared using other attachments and signed with an e-signature and sent via EKAP until the tender date and time.

9-10- In this tender, a bid will be made for the entire work.

11- Bidders shall provide a temporary guarantee in an amount they determine themselves, not less than 3% of the price they offer.

12- There will be no electronic auction in this tender.
