Melikgazi Council From the Presidency:
Kayseri province, Melikgazi district, “Anbar Neighborhood” The tender was issued by closed tender procedure in accordance with Article 35/a (Article 36) of the State Tender Law No. 2886.

Province: Kayseri, District: Melikgazi,
1- It will be held in the Melikgazi Municipality Council Hall, Nuh Naci Yazgan Street, Seyitgazi neighborhood.
2- Bidders must submit a letter of offer in accordance with the specifications to participate in the tender;
A- Having a legal residence,
B- Declaration of address for notification in Türkiye and/or Contact information: Phone number, fax number (if any), and email address. C- Certificate of registration with the Chamber of Commerce and/or Industry or Professional Chamber as required by law; a) If a natural person, a document showing registration with the Chamber of Commerce and/or Industry or Professional Chamber, obtained within the year the first announcement regarding the tender was made. b) If it is a legal entity, a document obtained from the Chamber of Commerce and/or Industry where the legal entity is registered, in accordance with the legislation, within the year in which the first announcement regarding the tender was made, certifying that the legal entity is registered in the registry, c) If it is a joint venture, a document to be provided by each of the real or legal persons forming the joint venture according to the principles in (a) and (b), D- Notarized signature declaration / signature circular showing that it is authorized to submit a bid; a) If it is a natural person, a notarized signature declaration,
b) If it is a legal entity, depending on the case, the Trade Registry Gazette showing the current status of the legal entity's partners, members or founders and the officials in the management of the legal entity, or documents verifying these matters, and the legal entity's notarized signature circular,
c) In case of a joint venture, the document to be provided by each of the natural persons or legal entities forming the joint venture according to the principles in paragraphs (a) or (b),
E- In case of participation in the tender by proxy, the notarized power of attorney and notarized signature declaration / signature circular of the person participating on behalf of the bidder,
F- If the bidders are a joint venture, the submission of a notarized Joint Venture Declaration and a signed partnership agreement,
G- Receipt document indicating that the tender specifications and annexes of this work have been purchased,

Economic criteria ;
H- Bidders will provide a temporary guarantee of 3% of the estimated value as a temporary guarantee. The validity period of the offers is 90 days.

I- The Bidder's The original or notarized copy of the document stating that there is no tax debt to be obtained from the relevant tax office after the announcement date, or the e-document stating that there is no debt must be submitted to the Administration.

J- The original or notarized copy of the document stating that there is no premium debt to be obtained from the relevant Social Security Institution after the announcement date, or e- Submission of a certificate of no debt to the Administration,

K- The bidder's year-end balance sheet or equivalent documents for the year preceding the year in which the tender is held,

Work experience certificates;
L- Work experience certificates showing the relevant experience in the tender subject work or similar works, which the bidder has completed or supervised or managed in the public or private sector, in Turkey or abroad, in the last 15 (fifteen) years, with a value of at least 80% of the estimated value, and which have been accepted as flawless by the administration, and relating to a single contract with a value of not less than 20% of the estimated value of the work,
M- Class III B building construction works within the last fifteen years, valid as of the tender date, with a value of not less than 20% of the estimated value, in accordance with the State Tender Law No. 2886 or In accordance with the Public Procurement Law No. 4734, it is mandatory to submit the original of the Work Experience Certificate obtained to the Administration and provide a copy. N- Engineering or architecture departments that will be considered equivalent to similar work are; Civil Engineering or Architecture. The experience obtained by engineers and architects with their graduation certificates can also be used by legal entities in which engineers or architects have owned at least 51% of the shares for at least five years, or where both partners are engineers and have a 50%-50% partnership. Ö- If the document submitted by the legal entity to show work experience belongs to the partner who owns more than half of the shares of the legal entity, a document issued after the first announcement date by the trade registry offices within the chambers of commerce and industry/chambers of commerce or by a certified public accountant or independent accountant, showing that this condition has been maintained continuously for the last year prior to the date of issuance. P- In the work subject to the tender With the approval of the administration, subcontractors may be employed. However, the entire work cannot be outsourced to subcontractors. R- A technical personnel commitment letter requested by the administration will be provided. The contractor is obliged to have the technical personnel, whose number and titles are specified below, at the work site according to the work schedule, from the date on which the contractor is notified that the technical personnel reported to the administration have been approved.

If the Contractor fails to have the technical personnel specified above in terms of number and professional title on site according to the work schedule;

penalty will be applied.
3- The Tender Specifications, Contract and its annexes can be viewed at the Melikgazi Municipality Urban Transformation Directorate address.2,500 TL (TWO THOUSAND FIVE HUNDRED THOUSAND TL) can be obtained from the same address upon payment of the file fee and receipt. It is mandatory for those who will submit a bid to the tender to purchase the tender documents.

4- For applications made by mail, it is mandatory that the offer be prepared in accordance with Article 37 of the State Procurement Law No. 2886 and that the offer reach the Tender Commission before the tender time. The administration and the tender commission are not responsible for delays in the mail.

5- The required copies of documents for participation in the tender must be notarized.

6- Along with the required documents, the offer letter must be submitted together with the tender letter. The payment schedule must be submitted to the Melikgazi Municipality Urban Transformation Directorate no later than the time of the tender on the day of the tender. This tender announcement is for general information purposes only, and the provisions of the Tender Specifications will apply to the construction work to be carried out in exchange for a share of the building. p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt;line-height: normal">8 - The tender committee is free to decide whether or not to conduct the tender and to determine the most suitable offer.
9- The duration of the work is 30 months from the date of site delivery.
